The event/report-out was discussed. It was held August 28. There was a good turn out, approximately 120 people attended. There were 5 gift certificates awarded in random drawings. Amanda reported that 20 gift certificates were given to Sandy Neriem to distribute to school aged families who are in need, she would also speak with her husband who is the pastor at a local church to see if he knew of community members in need. 5 gift certificates were given to the postmaster to distribute as needed, others were distributed throughout the community. Currently there are 4 left in case any new requests come in.
It was discussed that there was a request made by the Head start advocate for assistance in finding transportation for a young mother in Malden who needs transportation to a grocery store 1X a month. It was agreed that Amanda would look at the community asset inventory information and make some calls to see if we would be able to help with this. Paul agreed to speak with members of the Mens Breakfast to see if any of them would be able to assist.
A canopy and cooler were purchased for the Horizon’s group.
We reviewed the Strategic Action Plan Worksheet, an upcoming date is: Oct. 15 2009, an outcome of beginning a “Hub” with specific goal of gaining understanding and support is to be met.
Amanda brought up “marrying” the Rosalia Performing Arts Center, combining as a 501c3 non-profit group. It was discussed that this could meet all of our goals under one board. Nan stated that she would like us to discuss this further; Paul, Amanda and Margaret agreed to meet on 9-21-2009 at Pinewood Cottage with Walt and Mary Rattenbury to discuss this further.

2009-2012 STRATEGIC POVERTY REDUCTION PLAN
Dear Fellow Rosalians:
On Saturday, June 20th a couple dozen neighbors gathered at the Community Center to develop a long-range poverty reduction plan for the Horizons project. Horizons is a project of the Northwest Area Foundation is partnership with WSU Extension.
Below is a very brief summary of that Visioning Session and our proposed action strategies. Their success is entirely dependent upon your direct involvement. Please join us as we move forward toward implement.

Background
As a requirement of the Foundation and the program, the Horizons Leadership Group kicked-off the planning process by conducting a community-wide survey during May. That information was tabulated and brought forward at our day-long June 20th Visioning session. During that session, participants were asked to identify the best possible poverty reduction strategies in three areas: individual asset development (IAD), community capacity (CC) and public policy (PP). A total of 10 strategies were evaluated, voted upon, and prioritized. The final step involved the Leadership Group identifying those that were most likely to succeed and then organized them into either short-term, intermediate term or long-term for purposes of implementation.
Plan Content
The months of July and August have been spent by Horizons volunteers organizing these strategies, writing them up into a Strategic Action Plan, of which this is the Summary, and then sharing and promoting them. As mentioned above, here then are the Rosalia Horizons Poverty Reduction Strategies;
Short-Term (2009-2010):
• Create or join in the formation of a community-wide, broad purpose nonprofit corporation (CC)
• Recruit a new grocery/convenience store (IAD)
• Promote the formation of more business cooperatives (PP)
• Promote improved highway signage for businesses (PP)
• Increase individual financial literacy (IAD)
• Start a community health program (CC)
• Set specific community work days and dates for community clean-ups and betterment (CC)
Intermediate Term (2010-2011):
• Create a youth ‘coop ed’ program (IAD)
• Institute a community leadership program (CC)
• Promote increased family/youth entertainment (CC)
Long-Term (2011-2012):
• Promote a community/youth center and related activities (CC)
• Create a more business friendly environment (PP)
• Create a more appealing environment (CC)
As you can see, many of these strategies are actually ongoing and need to be monitored and evaluated for success. Most also require meaningful partnerships with other community/County groups and organizations. As a living document, this plan should be review annually and strategies reprioritized.
Next Steps
Now that we have an adopted Strategic Action Plan we need to recruit volunteers and begin implementing it. To support our efforts, the Northwest Area Foundation will make a direct financial investment and WSU Extension will help design necessary training and technical assistance input.
In order for Rosalia to successfully secure a remaining $4,000 training grant along with an additional $10,000 project grant, we need your active support and involvement. And now!

3. What is Leadership Plenty and our progress?
Leadership Plenty curriculum consists of nine modules that address primary civic skills that enable graduates to confidently identify problems in their communities and implement a plan of action to combat those problems. Leadership Plenty provides participants with the opportunity to use their training to deepen understanding of community challenges and break down barriers that might impede more effective group work.

Inland Northwest Horizons Food Security Workshop
If your community is interested in starting or growing a community garden, farmers market, Plant-A-Row for the hungry, a food co-op, a commercial kitchen or incubator, a food recovery, gleaning program, helping growers sell to schools or restaurants, expanding nutritional education too students, giving more to food banks, starting a community supported agriculture effort, or expanding the use of WIC coupons and food stamps for healthy and locally grown food-then you need to attend & bring others to this workshop.

Leadership Plenty
Leadership Plenty is a program developed by the Pew Partnership for Civic Change that is designed to equip citizens with skills like conflict management and partnership building that they can use to work together as community leaders.
Leadership Plenty is about Change:
Leadership at its core is about change--within individuals, within organizations, and within communities. LeadershipPlenty was created with the idea that many talented and resourceful citizen leaders are needed to build and maintain a thriving community. The program focuses on bringing those talents and resources to the table to assist communities in achieving their goals.
Civic leadership is a critical ingredient for building a thriving community for two reasons. First, there is plenty of talent in communities that often goes unused or unasked. And second, community leadership is about "we" not the "me" needed to change communities. While leadership skills help individuals in every phase of their lives--family, work, and community--they are intended primarily to help citizens work better together for the common good. They are practical and applicable today and down the road.
Leadership Plenty is designed for a broad range of citizens:
The goal of Leadership Plenty is to make civic leadership training available to every person in a community. It is especially valuable for:
* Emerging leaders who want to learn new skills in order to address community issues.
* Newcomers to a community who have not yet been asked to help.
* Young people who want to get involved and work with others.
* Established leaders who want to work together for common purposes.
There is no lack of leadership in our communities--there are plenty of people with untapped talents that can make their community stronger. Leadership Plenty can prepare citizens with the skills, attitudes, and relationships required to make lasting changes in their communities.
